Modi’s first year in office has brought into view a new five-fold policy—a pragmatic version of the Panchsheel, as it were—in dealing with China. One, Delhi is not going to sweep under the carpet the problem of mounting tensions on the contested boundary and is ready to take on a more assertive posture in patrolling the disputed frontiers with China. At the same time, Modi is suggesting India is ready to explore ‘out-of-the-box’ solutions to the boundary dispute. Two, to improve India’s deterrent capabilities, the Modi government is accelerating India’s defence modernisation and upgrading the infrastructure on the border. Three, the Modi government is discarding some of Delhi’s long-standing inhibitions about economic engagement with China and is making India more open to Chinese investments. Four, Modi is conscious of the challenge that China poses to India’s primacy in the subcontinent. Delhi is also aware that it can’t stop its neighbours from expanding engagement with the world’s second largest economy. The focus is on accelerating its own economic and political cooperation with the neighbours by leveraging India’s natural advantages in the region. Finally, Modi has been less hesitant than his predecessors in drawing close to America and its Asian allies to strengthen India’s comprehensive national power and redress the growing gap between the strategic capabilities of Delhi and Beijing. Together these five principles provide the foundation for a very different approach to China than the one we have seen since the middle of the 20th century.
